Expanded Learning Opportunity Program (ELO-P)
What is ELO-P?
The State of California Department of Education (CDE) has developed a plan for better serving the needs of our students and families with the introduction of the Expanded Learning Opportunity Program. All school districts in the state are required to offer this program by the 2023-2024 school year.
CDE defines ELO-P as a before-school, after-school or non-school-day learning program which focuses on developing the academic, social, emotional, and physical needs and interests of pupils through hand-on, engaging learning experiences.

What are the ELO-P Program Requirements?
The California Department of Education (CDE) has identified specific requirements for districts implementing Expanded Learning Opportunities Programs. These requirements and district priorities are:
- When combined with the instructional day, the program must provide a 9 hour day for students and be offered on 30 non-school days.
- The program must offer enrichment opportunities that engage students and that are based on student interests.
- The program must be offered to all students in Transitional Kindergarten through grade 6 who are English Language learners, foster/homeless youth, or those who qualify for free/reduced meals.
- If you believe your family may qualify for free-reduced meals based on your income, please complete a free/reduced meal application.
- The program will foster collaborative partnerships within the community, including onsite childcare centers, Boys and Girls, YMCA, and other community based organizations.
Eligible Students
Starting in 2022, the state of California provides funding for Expanded Learning Opportunity Programs (ELOP) for TK through 6th grade students. This program is free for students who qualify for free/reduced meals, are experiencing housing instability, are English Language Learners, or are foster youth. Enrollment is voluntary.
Space in this program is limited and prioritized for families who can benefit from the program five days per week. A waiting list will be developed should interest exceed the capacity of the program.
Funding is provided by the California Department of Education based on the number of students enrolled in the district who are English Language Learners, foster youth or those who qualify for free or reduced lunch.
During the Las Virgenes Unified School District ELOP program, students will have access to:
- Homework assistance and academic support, allowing them to reinforce their learning in a relaxed setting.
- Creative and artistic outlets that encourage self-expression and exploration of various art forms.
- Physical activities that promote health and well-being, while also fostering teamwork and sportsmanship.
- Social opportunities to build friendships, improve communication skills, and develop emotional intelligence.
- Quiet spaces for reading, reflection, and individualized activities for those seeking a more serene atmosphere.
